Phone administrator prohibits recently used PIN how to change PIN to one I've used

I have a Galaxy Tab 4. Recently, a screen popped up asking me to change my PIN. In a hurry, I made up a new one, but I really want the old one. When I tried to change it back, I got an error message saying "Phone administrator prohibits a recently used PIN". What is this "phone admin" and how do I gain control to set my own rules?
