Hotspot kills device Internet

If I use my tab's hot spot function, it kills my ability to use the Net on the device. I can't use sites like CNN, ABC, NNC, CBS, and CBC, nor can I stream music with the Pandora app, which freezes up. The only way to rectify this is to reboot. A factory data reset did nothing.

Is this a known issue with these devices?
