very much depends on which Tablet, many of the 33+ Galaxy Tablets can,

Download the Tapatalk app. Sign up for a Google Voice account. My Tab 7.0 Plus has a cell-phone like earpiece at the top and you can hold it like a cell phone. Or use the Samsung earbuds with buit in mic that come with the tab. Basically you use your tab via wifi like a phone, using you cell phone's account. So for me, I use my wife's cell phone account, unlimited Sprint account, so calls are free, as long as I am connected to wifi.
