how can i find galaxy tab 8.9 app.s and download it on my PC first as i can't connect from the tab to the internet

Perhaps the more important question is "why can't your tab connect to the internet"

Unless you look at the play store on your tab to download the apps, you may not know if is compatible with your model, without going to the designers web site.

The great thing about the Google Play store on your PC is that once you've signed in to your Google account, the devices you've registered the same Google account appear on the PC.
Apps can be checked to see if the one you're considering is compatible with all your devices. This is great if you're paying for the app and one of the options is OK for all your devices when another, similar app is not.

You can also send the app to your devices and it will download and install when it's next connected to your Google account.
